No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to remove the state water plan consistency and water audit requirements for the following: Water Bond Insurance Program; Research and Planning Program; Financial Assistance for Water Pollution Control; and Program for Water and Wastewater Financial assistance for Disadvantaged Rural Communities. Review requirements for projects funded under Subchapter J associated with the safe drinking water revolving fund would still apply.
The bill would also modify the definition of "financial assistance" in Water Code, Chapter 17, to include projects funded under the State Water Implementation Fund for Texas and the State Water Implementation Revenue Fund for Texas for purposes of contracting requirements.
The Water Development Board reports that the bill would require no significant changes to agency operations, policies, or procedures.
