LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

May 8, 2015

TO:
Honorable John Zerwas, Chair, House Committee on Higher Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1351 by Hinojosa (Relating to transferring to the Texas Workforce Commission certain duties of the comptroller related to the Jobs and Education for Texans Grant Program.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 134 of the Education Code relating to the Jobs and Education for Texans (JET) grant program. The bill would transfer the administration of the JET grant program from the Texas Comptroller of Public Accounts (CPA) to the Texas Workforce Commission (TWC). Based on the analysis of TWC and CPA, it is assumed that any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect immediately upon receipt of a two-thirds vote of all members elected to each house; otherwise the bill would take effect September 1, 2015.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
