LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 15, 2015

TO:
Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1496 by Uresti (Relating to background checks conducted by the Department of Family and Protective Services for certain child-care providers.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 42 of the Human Resources Code to require the Department of Family and Protective Services (DFPS) to obtain a fingerprint-based criminal history check on certain persons residing in registered child care homes, group day-care homes, and most listed family homes. The bill would authorize DFPS to require the family homes to pay a fee to offset the administrative costs associated with conducting the background and criminal history checks. It is assumed DFPS and the Department of Public Safety can implement the provisions of the bill within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
