Honorable Richard Peña Raymond, Chair, House Committee on Human Services
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
SB1560 by Zaffirini (Relating to the regulation of chemical dependency treatment facilities and certain other facilities.), Committee Report 2nd House, Substituted
No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code relating to consent of chemically dependent persons. The bill would require that patient consent is given voluntarily and that the patient is informed in writing that consent may be revoked.
The bill would require that patients are provided medication information in the patient's primary language, if possible. The bill would also require a treatment facility to provide, upon request of a patient, a list of medications prescribed to the patient.
It is assumed that the Department of State Health Services could implement provisions of the bill with existing resources.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
