No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require state agencies and institutions of higher education to report annually certain employee training and education expenditures to the Legislative Budget Board (LBB).

The bill would require the Comptroller of Public Accounts (CPA) to assess the number of state agency employees requiring procurement or contract management training and maintain a regular schedule of classes to accommodate that number. The bill would require state agency personnel involved in contract negotiations for the purchase of information resources technologies to complete a training program developed by the Department of Information Resources (DIR). The bill would also require CPA to develop an abbreviated training program for state agency employees other than contract managers with contract management duties.

CPA estimates any increase in workload could be absorbed using existing resources. DIR estimates that any workload impact from increased enrollment in DIR training programs could also be absorbed within existing resources at the agency. Based on a sample of state agencies, it is assumed that agency costs for completing the new contract management related training and reporting employee training to the LBB could be absorbed within existing agency resources.
