LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 24, 2015

TO:
Honorable Charles Perry, Chair, Senate Committee on Agriculture, Water & Rural Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1978 by Lucio (Relating to a voluntary contribution to help feed hungry Texans when a person applies for a hunting license.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to allow an individual, while applying for a hunting license, to make a donation to a non-profit organization that administers a statewide program that provides hunters with a way to donate legally harvested deer to local food assistance providers.  The bill would require the Parks and Wildlife Department (TPWD) to provide the opportunity to make such a donation on paper and online application forms.  The bill would allow TPWD to deduct administrative expenses from the amount donated before transferring the funds to the nonprofit organization by November 1 or each year.  The bill would require the nonprofit organization receiving funds collected in this manner to use the funds only to administer such a program and to submit an annual report to the Legislature and TPWD.

Based on information provided by TPWD, implementing the provisions of the bill would result in minimal cost to the Game, Fish, and Water Safety Account No. 9 for programming to the License Sales System and administration.  This analysis assumes the duties and responsibilities of implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
