No significant fiscal implication to the State is anticipated.
The bill would require the Texas Juvenile Justice Department (TJJD) to transfer the property of the Corsicana Residential Treatment Center to the State Orphans Home Alumni Association not later than January 1, 2016. It is assumed that costs associated with implementing the provisions of the bill could be absorbed within existing TJJD and General Land Office resources. The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each chamber; otherwise the bill would take effect September 1, 2015.
