The actuarial impact of the bill cannot be determined at this time because the bill would affect numerous entities in varying ways.
The bill would make changes to Government Code Chapter 607 relating to certain diseases or illnesses suffered by certain firefighters and emergency medical technicians during the course and scope of their employment resulting in disability (total or partial) or death. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise the bill would take effect September 1, 2015.
The bill may have an impact on the number of incidents of work-related disability or death benefits for certain local fire or other pension systems, depending both on these retirement systems' current provisions regarding disability and death benefits, and on whether the bill would pertain to members of their systems. Since provisions relating to disability and death benefits are governed differently across these diverse local fire and other pension systems, it would be difficult to determine or estimate the actuarial impact of the bill on those systems.
