HB1527 by Farrar (Relating to abolishing the death penalty.), As Introduced

The provisions of the bill addressing felony sanctions for criminal offenses are the subject of this analysis. The bill would amend various codes as they relate to abolishing the death penalty.

In fiscal year 2014, 262 persons were arrested for a capital felony and 12 were admitted into state correctional institutions with death penalty sentences. Under current sentencing patterns and policies, the average time served in prison by persons likely to be affected by the provisions of this bill is greater than five years. Therefore, no significant impact on correctional populations, programs, or workloads is anticipated during the first five years following passage of the bill.
