This bill would have an indeterminate effect on equalized funding requirements and policies affecting public education.
The bill would repeal provisions in the Education Code relating to the Foundation School Program and authorize the commissioner of education to adopt rules governing the distribution of state funding for support of public school operations and school district debt service. The provisions repealed are Chapters 41, 42, and 46, Education Code, which define the current equalization structure, the Foundation School Program, for both operations revenue and local revenue dedicated to service outstanding school district debt. The bill does not direct the commissioner to adopt a particular level or type of equalization of public school revenue. As a result, effects of the proposed structure relative to the current statutory equalization structure, which would depend on the parameters of the distribution structure adopted by the commissioner, are indeterminate at this time.
