Pursuant to a notice posted on October 19, 2016, the House Committee on County Affairs met in a public hearing and was called to order by the chair, Representative Coleman, at 10:09 a.m.

 

The initial quorum call was answered as follows: Representatives Coleman; Burrows; Romero, Jr.; Schubert; Spitzer; and Wu.

 

A quorum was present.

 


 

The committee heard invited and public testimony on the following topics:

 

 

Improvements to the criminal justice system such as diversion practices, increasing training provided to jail staff, improving Texas' racial profiling policies, and additional suggestions on ways to better the criminal justice system.

 

Testimony taken/registration recorded.  (See attached witness list.)

 

Improvements to Child Protective Services such as salary increases, employee retention, recruitment of qualified employees, and additional suggestions on ways to decrease turnover and create better outcomes within the agency.
