Pursuant to an announcement from the house floor on April 28, 2015, the House Committee on Emerging Issues In Texas Law Enforcement, Select met in a formal meeting and was called to order by the chair, Representative Fletcher, at 1:25 p.m.

 

The initial quorum call was answered as follows: Representatives Fletcher; Flynn; Koop; and White, James.

 

A quorum was present.

 


 

HB 2279

 

The chair laid out HB 2279 as pending business.

 

Representative Flynn offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Flynn moved that HB 2279, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Fletcher; Flynn; Koop; White, James (4).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Dukes; Márquez; Martinez, "Mando" (3).

Representative Fletcher moved to reconsider the vote by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

 

Representative Fletcher moved to reconsider adoption of the committee substitute to HB 3929.  The motion to reconsider prevailed without objection.

 

The committee substitute was withdrawn without objection.

 

Representative White, James offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Flynn moved that HB 3929, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
