Pursuant to an announcement from the house floor on May 18, 2015, the House Committee on Emerging Issues In Texas Law Enforcement, Select met in a formal meeting and was called to order by the chair, Representative Fletcher, at 7:27 p.m.

The initial quorum call was answered as follows: Representatives Fletcher; Flynn; Koop; Martinez, "Mando"; and White, James.

A quorum was present.

SB 158

The chair laid out SB 158 as pending business.

Representative White, James offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative White, James moved that SB 158, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives Fletcher; Flynn; Koop; Martinez, "Mando"; White, James (5).

Nays:                           None (0).

Present, Not Voting:   None (0).

Absent:                       Representatives Dukes; Márquez (2).

At 7:28 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
