Pursuant to a notice posted on April 13, 2016, the House Committee on Emerging Issues In Texas Law Enforcement, Select met in a public hearing and was called to order by the chair, Representative Fletcher, at 10:20 a.m.
The initial quorum call was answered as follows: Representatives Fletcher; Flynn; Koop; and Martinez, "Mando".
A quorum was present.
The Chair made opening remarks regarding the purpose of the meeting to be the consideration of interim charge 3 regarding the training and professional needs of law enforcement in the State of Texas, including the award and sufficiency of law enforcement training grants, methods of training, and types of training, including training in emerging or changing threats such as human trafficking; mental health crisis and confrontation, organized crime, and critical incident shooting.

At 12:31 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
