Pursuant to a notice posted on November 8, 2016, the House Committee on Human Services met in a public hearing and was called to order by the chair, Representative Raymond, at 10:13 a.m.

The initial quorum call was answered as follows: Representatives Raymond; Keough; Klick; Naishtat; and Peña.

A quorum was present.

The House Committee on Human Services met jointly with the House Committee on Juvenile Justice & Family Issues to hear invited and public testimony on the following charge:

Study and evaluate the practice of youth being recruited into human trafficking. Specifically, evaluate the scope of the pipeline of potential victims from foster care, including methods and means used to lure youth into trafficking. Evaluate the types of services that are available to support children and youth in the conservatorship of DFPS who are victims of human trafficking. Make necessary recommendations to assist DFPS in identifying, recovering, serving, or caring for children and youth who are victims of human trafficking prior to placement in foster care.

At 12:50 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
