Pursuant to a suspension of the 5-day posting rule and all other necessary rules on March 9, 2015, and permission granted on March 11, 2015, to meet while the House was in session, the House Committee on Homeland Security & Public Safety met in a public hearing and was called to order by the chair, Representative Phillips, at 8:01 a.m.
The initial quorum call was answered as follows: Representatives Phillips; Nevárez; Burns; Dale; Metcalf; Moody; White, Molly; and Wray.

The chair offered a complete committee substitute.
The chair recognized Representative Bonnen, Dennis to explain HB 11.
