Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, April 7, 2015, in the E1.714.

The chair called the meeting to order at 9:00 AM. The following business was transacted:

 

The chair laid out SB 565 and recognized the author, Senator West, to explain the bill.

 

Witnesses registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator West moved that SB 565 be left pending to await a quorum; without objection, it was so ordered.

 

The chair laid out SB 1296 and recognized the author, Senator West, to explain the bill.

 

Senator West sent up Committee Amendment 1 and explained the amendment. Committee Amendment 1 was left pending to await a quorum; without objection, it was so ordered.

 

Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator West moved that SB 1296 be left pending to await a quorum; without objection, it was so ordered.

There being a quorum present at 9:05 AM, Senator Uresti moved adoption of the committee rules. There being no objection, it was so ordered.

 

The chair laid out SCR 22 and recognized the author, Senator Seliger, to explain the bill.

 

Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Uresti moved that SCR 22 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hancock moved that Senator West be shown as voting aye on SCR 22, as per a motion in writing.

 

Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 565 as a matter of pending business, Senator West moved that SB 565 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The Chair laid out SB 1296 as a matter of pending business, Senator West moved adoption of Committee Amendment 1; without objection, the amendment was adopted.

 

Senator West moved that SB 1296, as amended, be reported back to the Senate with the recommendation that it do pass, but not be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

At 9:10 AM Senator Uresti assumed the chair.

 

The chair laid out SCR 9 and recognized the author, Senator Hancock, to explain the bill.

 

Senator Hancock moved that SCR 9 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hancock moved that Senator West be shown as voting aye on SCR 9, as per a motion in writing.

 

Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 9:15 AM Senator Hancock resumed the chair.

 

The chair laid out SCR 24 and recognized Senator Uresti, in the absence of the author, to explain the bill.

 

Senator Uresti sent up a committee substitute; the chair recognized Senator Uresti to explain the difference between the committee substitute and the senate bill as filed. Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Uresti moved that SCR 24 do not pass but that CSSCR 24 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hancock moved that Senator West be shown as voting aye on CSSCR 24, as per a motion in writing.

 

Senator Schwertner moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 9, 2015 at 8:00 AM.

Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 9, 2015 at 8:00 AM be certified. The motion carried with a vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting.

There being no further business, at 9:27 AM Senator Uresti moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
