Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, April 28, 2015, in the E1.714.

The chair called the meeting to order at 8:28 AM. There being a quorum present, the following business was transacted:

The chair laid out HB 1443 and recognized the Senate sponsor, Senator Birdwell, to explain the bill.

The following members arrived after the roll was called:

Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator West moved that HB 1443 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

At 8:32 AM Senator Uresti assumed the chair.

The chair laid out HB 3031 and recognized the Senate sponsor, Senator Hancock, to explain the bill.

There being no witnesses wishing to testify, the chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Hancock moved that HB 3031 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

At 8:35 AM Senator Hancock resumed the chair.

The chair laid out SCR 38 and recognized Senator Uresti, in the absence of the author, to explain the bill.

There being no witnesses wishing to testify, the chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Uresti moved that SCR 38 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 30^th, 2015 at 8:30 AM.

Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 30^th, 2015 at 8:30 AM be certified. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

There being no further business, at 8:53 AM Senator Uresti moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
