Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Wednesday, April 15, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

Senator Lucio, Jr. moved adoption of the minutes from the previous hearing held on April 13, 2015; without objection, it was so ordered.

Senator Campbell assumed the chair.

The chair recognized Senator Lucio, the author of the bill, to lay out SB 1422 to explain the bill.  The chair recognized Senator Lucio to send up the committee substitute and explain the difference between the committee substitute and the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Campbell moved that SB 1422 and the committee substitute to be left pending; without objection, it was so ordered.

The chair recognized Senator Lucio, the author of the bill, to lay out SB 1499 to explain the bill.  Senator Lucio sent up the committee substitute; the chair recognized Senator Lucio to explain the difference between the committee substitute and the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Campbell moved that SB 1499 and the committee substitute to be left pending; without objection, it was so ordered.

Senator Campbell moved that SB 1498 and the committee substitute to be left pending; without objection, it was so ordered.

The chair recognized Senator Creighton, the author of the bill, to lay out SB 1387 to explain the bill.  Senator Lucio sent up the committee substitute and recognized Senator Creighton to explain the difference between the committee substitute and the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

The chair moved that SB 1387 and the committee substitute to be left pending; without objection, it was so ordered.

The  chair recognized Senator Bettencourt to lay out as a matter of pending business SB 1147 and the committee substitute considered during the last hearing.  Senator Bettencourt moved that the committee substitute for SB 1147 be adopted; there being no objection, the substitute was adopted.

Senator Garcia moved that SB 1147 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1147 be reported back with the recommendation that it do pass and be printed.

The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting and 2 absent. 

Senator Garcia moved that the committee substitute for SB 1147 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

The  chair recognized Senator Garcia to lay out as a matter of pending business SB 1454 and the committee substitute considered during the last hearing.  Senator Garcia moved that the committee substitute for SB 1454 be adopted; there being no objection, the substitute was adopted.

Senator Garcia moved that SB 1454 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1454 be reported back with the recommendation that it do pass and be printed.

The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting and 2 absent. 

The  chair recognized Senator Garcia to lay out as a matter of pending business SB 1563 and the committee substitute considered during the last hearing.  Senator Garcia moved that the committee substitute for SB 1563 be adopted; there being no objection, the substitute was adopted.

Senator Garcia moved that SB 1563 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1563 be reported back with the recommendation that it do pass and be printed.

The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting and 2 absent. 

Senator Bettencourt  moved that the committee substitute for SB 1563 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

The  chair recognized Senator Menendez to lay out as a matter of pending business SB 1781 and the committee substitute considered during the last hearing.  Senator Garcia moved that the committee substitute for SB 1781 be adopted; there being no objection, the substitute was adopted.

Senator Menendez  moved that SB 1781 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1781 be reported back with the recommendation that it do pass and be printed.

The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting and 2 absent. 

Senator Bettencourt  moved that the committee substitute for SB 1781 be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

Senator Bettencourt  moved that the committee substitute for SB 1162  be recommended for placement on the Local and Uncontested Calendar; without objection, it was so ordered.

The chair recognized  Senator  Menendez  to lay out as a matter of pending business SB  1780    considered during the last hearing.  Senator Menendez  moved that SB1780 be report back to the full Senate with the recommendation that it do pass and be printed.
