The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

Senator Lucio, Jr. moved adoption of the minutes from the previous hearing held on April 13, 2015; without objection, it was so ordered.
Senator Campbell assumed the chair.
The chair recognized Senator Lucio, the author of the bill, to lay out SB 1422 to explain the bill. The chair recognized Senator Lucio to send up the committee substitute and explain the difference between the committee substitute and the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Garcia moved that SB 1147 be reported back to the full Senate with the recommendation that it do not pass but that the committee substitute for SB 1147 be reported back with the recommendation that it do pass and be printed.
