Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Monday, May 25, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:30 AM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senators Bettencourt, Taylor and Campbell.

 

Senator Nichols moved adoption of the minutes from the previous hearing held on May 18,  2015; May 19, 2015 and May 21, 2015; without objection, it was so ordered.

 

The chair laid out HB 91 and recognized the Senate sponsor, Senator Carlos Uresti, to explain the bill. Senator José Menéndez sent up a committee substitute; the chair recognized Senator Uresti to explain the difference between the committee substitute and the house bill as engrossed.

Senator Lucio moved that the committee substitute be adopted; there being no objection, the substitute was adopted. Senator Lucio moved that SB 2977 be reported back to the full senate with the recommendation that it do not pass but that the committee substitute for SB 2977 be reported back with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present no voting and 1 absent. Senators Campbell and Bettencourt Garcia submitted motion in writing forms indicating to vote aye.

Senator Lucio sent up a committee substitute; the chair recognized Senator Ellis to explain the difference between the committee substitute and the house bill as engrossed. The chair moved that the public testimony be closed; without objection, it was so ordered.  . Senator Lucio moved that the committee substitute be adopted; there being no objection, the substitute was adopted. Senator Campbell moved that SB 2259 be reported back to the full senate with the recommendation that it do not pass but that the committee substitute for SB 2259 be reported back with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 1 present no voting and 1 absent.

 

The chair laid out HB 3167 and recognized the Senate sponsor, Senator Perry, to explain the bill. Senator Bettencourt brought up the sub and Senator Perry explained the difference between the bill and the substitute. The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Bettencourt moved that the committee substitute be adopted; there being no objection, the substitute was adopted. Senator Bettencourt moved that SB 3167 be reported back to the full senate with the recommendation that it do not pass but that the committee substitute for SB 3167 be reported back with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present no voting and 1 absent.. Senator Bettencourt moved that the committee substitute be recommended for placement on the Local & Uncontested calendar; without objection, it was so ordered.

 

The chair reconvened the meeting upon adjournment of the senate to hear pending business.
