Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Thursday, April 16, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:02 AM., the following business was transacted:
The chair laid out SB 1723 and recognized the author, Senator Creighton, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Larry Taylor moved that SB 1723 be left pending; without objection, it was so ordered.
The chair laid out SB 1012 and recognized Senator Bettencourt, in the absence of the author, to explain the bill.
Senator Bettencourt sent up a committee substitute; the chair recognized Senator Bettencourt to explain the difference between the committee substitute and the senate bill as filed.
The chair recognized Senator Hancock to further explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
Roll was taken at 10:10 AM, a quorum was present.
At 10:13 AM Senator Larry Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
At 3:55 PM Senator West reconvened the meeting.
Testimony resumed on SB 1012.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator West moved that SB 1012 be left pending; without objection, it was so ordered.
The chair laid out SB 1309 and recognized Senator Bettencourt, in the absence of the author, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator West moved that SB 1309 be left pending; without objection, it was so ordered.
The chair laid out SB 1900 and recognized the author, Senator Campbell, to explain the bill.
Senator Campbell sent up a committee substitute; the chair recognized Senator Campbell to explain the difference between the committee substitute and the senate bill as filed. Senator West moved adoption of the committee substitute; without objection, it was so ordered.

Senator Lucio, Jr. assumed the chair.
Senator Larry Taylor assumed the chair.
Senator Van Taylor made a motion that witness registering not wishing to testify on the bill not be read but entered into the record; without objection, it was so ordered.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Larry Taylor moved that SB 1900 be left pending; without objection, it was so ordered.
There being no further business, at 6:56 PM Senator Larry Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
