Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, May 25, 2015, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 8:00 AM. There being a quorum present, the following business was transacted:

 

The chair laid out HB 1376 and recognized Senator Birdwell, in the absence of the Senate sponsor, to explain the bill.

 

No witnesses testified or registered on the bill.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Birdwell moved that HB 1376 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Creighton requested unanimous consent to be shown voting aye; without objection, it was so ordered.

 

Senator Birdwell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 2486 and recognized Senator Zaffirini, in the absence of the Senate sponsor, to explain a proposed amendment to be offered by the Senate Sponsor, Senator Hinojosa, on the Senate Floor.

 

Senator Zaffirini moved that HB 2486 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Creighton requested unanimous consent to be shown voting aye; without objection, it was so ordered.

 

The chair laid out HB 1110 and recognized the Senate sponsor, Senator Birdwell, to explain the bill.

 

Senator Birdwell sent up a committee substitute; the chair recognized Senator Birdwell to explain the difference between the committee substitute and the house bill as engrossed.

 

The chair laid out HJR 77 and recognized the Senate sponsor, Senator Bettencourt, to explain the bill.

 

Witnesses testifying and registering on both HB 1110 and HJR 77 are shown on the attached list.

 

The chair moved that the public testimony be closed on; without objection, it was so ordered.

 

At 9:20 AM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Pursuant to a motion made by Senator Huffman on the Senate floor to suspend Senate Rules 11.10, 11.13, and 11.18, the Senate Committee on State Affairs reconvened at 3:10 PM at the back rail of the Senate Chamber.

 

Due to the absence of a quorum, at 3:11 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
