Pursuant to a notice posted in accordance with Senate Rules 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources and Economic Development was held on Friday, April 1, 2016, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:00 a.m. There being a quorum present, the following business was transacted:

 

Chairman Estes made opening remarks regarding Interim Charge  no. 3, regarding the effectiveness and necessity of economic development programs in Texas, Interim Charge no. 4, regarding the permitting process in Texas and neighboring states, and Interim Charge no. 7 (parts 1 and 2), regarding monitoring the implementation of legislation addressed by the Senate Committee on Natural Resources and Economic Development during the 84th Legislature.

At 9:07 a.m., Chairman Estes opened invited testimony. Witnesses are shown on the attached list. At 1:45 p.m., the chair moved that the invited testimony be closed; without objection, it was so ordered.  At 1:47 p.m., Chairman Estes opened public testimony.  Witnesses are shown on the attached list.  At 1:57 p.m., the chair moved that public testimony be closed; without objection, it was so ordered.

 There being no further business, at 1:57 p.m., Senator Estes moved that the Committee stand in recess subject to the call of the chair. Without objection, it was so ordered.
