Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, March 4, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:30 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 203 and recognized the author, Senator Nelson, to explain the bill.

 

Senator Zaffirini sent up a committee substitute; the chair recognized Senator Nelson to explain the difference between the committee substitute and the senate bill as filed. The chair moved adoption of the committee substitute; without objection, it was so ordered. The bill was left pending.

 

The chair laid out SB 292 and recognized the author, Senator Nelson, to explain the bill. The bill was left pending.

 

At 8:39 AM Senator Kolkhorst assumed the chair.  

 

The chair laid out as a matter of pending business SB 219 and recognized the author, Senator Schwertner, to explain the bill.

 

Senator Schwertner moved to withdraw Committee Amendment 1; without objection, it was so ordered. 

 

Senator Schwertner sent up Committee Amendment 2.  The chair laid out Committee Amendment 2 and recognized the author, Senator Schwertner, to explain the amendment.

 

Senator Schwertner moved adoption of Committee Amendment 2; without objection, the amendment was adopted.

 

Senator Schwertner requested unanimous consent to incorporate the amendment into a committee substitute; without objection, it was so ordered. Senator Schwertner then moved that the committee substitute be adopted; without objection, it was so ordered.

 

Senator Estes moved that SB 219 do not pass but that CSSB 219 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 8:44 AM Senator Schwertner resumed the chair.

 

The chair laid out as a matter of pending business SB 114.

 

Senator Estes moved that SB 114 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Zaffirini moved that SB 373 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 8:47 AM Senator Kolkhorst assumed the chair.
