Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, April 20, 2016, in the Senate Chamber.

The chair called the meeting to order at 9:04 AM.  There being a quorum present, the following business was transacted:

The Chair announced that the purpose of the hearing was to discuss Interim Charge 2, Parts A, B, and C, related to Child Protective Services.   The Chair opened invited testimony on Interim Charge 2, Part B related to high acuity foster children.  Witnesses are shown on the attached list.

At 11:15 AM Senator Kolkhorst assumed the chair.

At 11:20 AM Senator Schwertner resumed the chair. 

The Chair opened invited testimony on Interim Charge 2, Part A related to the recurrence of child abuse and neglect. Witnesses are shown on the attached list.

At 2:18 PM Senator Kolkhorst assumed the chair.

At 2:22 PM Senator Schwertner resumed the chair.

The Chair opened invited testimony on Interim Charge 2, Part C related to strengthening adoptions. Witnesses are shown on the attached list.

The Chair opened public testimony on Interim Charge 2 Parts A, B, and C.   Witnesses are shown on the attached list.

The chair moved that testimony be closed; without objection, it was so ordered.

There being no further business, at 6:26 PM Senator Schwertner moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
