The chair called the meeting to order at 9:01 AM. A quorum was not present. The following business was transacted:
The Chair announced that the purpose of the meeting was to hear testimony on Interim Charges #5, #6, and #7, related to mental health and telemedicine. The Chair opened invited testimony on Interim Charge #5 related to reform of inpatient mental health facilities and potential partnerships with health related institutions of higher education. Witnesses testifying shown on the attached list.
The Chair opened invited testimony on Interim Charge #6, related to programs to divert mentally ill individuals from criminal justice settings and the forensic capacity of inpatient psychiatric facilities. Witnesses testifying shown on the attached list.
At 12:43 PM Senator Kolkhorst assumed the chair.
At 12:46 PM Senator Schwertner resumed the chair.
The Chair opened invited testimony on Interim Charge #7, related to telemedicine, telehealth, and telemonitoring. Witnesses testifying shown on the attached list.
Public testimony was taken on all three interim charges.
There being no further business, at 4:01 PM Senator Schwertner moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
