Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Wednesday, February 25, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 1:31 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senators Hall and Rodriguez

 

The Chair recognized Ms. Maggie Coulbourn to lead the committee in the U.S. Pledge of allegiance and Texas Pledge.

 

Senator Garcia moved adoption of the minutes from the previous hearing held on February 11, 2015; without objection, it was so ordered.

 

The Chair recognized Senator Birdwell to provide the committee with an update from the Border Security Subcommittee hearing on February 18, 2015.

 

The chair laid out SB 318 and recognized the author, Senator Hinojosa, to explain the bill.

 

At 2:01 PM Senator Burton assumed the chair.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

At 2:10 PM Senator Campbell resumed the chair.

 

Senator Burton moved that SB 318 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Campbell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 488 and recognized the author, Senator Seliger, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Lucio, Jr. moved that SB 488 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Campbell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 169 and recognized the author, Senator Uresti, to explain the bill.
