Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Friday, May 22, 2015, in the E1.714.

The chair called the meeting to order at 8:42 AM. There being a quorum present, the following business was transacted:
Senator Lucio, Jr. moved adoption of the minutes from the previous hearing held on May 20, 2015; without objection, it was so ordered.
The chair laid out HB 2965 and recognized Senator Rodríguez, in the absence of the Senate sponsor Senator Menéndez, to explain the bill.
Senator Rodríguez sent up a committee substitute; the chair recognized Senator Rodríguez to explain the difference between the committee substitute and the house bill as engrossed. Senator Rodríguez moved adoption of the committee substitute; without objection, it was so ordered.
Witnesses registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Rodríguez moved that HB 2965 do not pass but that CSHB 2965 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
The chair recognized Senator Birdwell on the Border Security Subcommittee Report on HB 12.
Senator Birdwell moved adoption of the subcommittee report for HB 12 including the recommendation that HB 12 be reported to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
The chair laid out HB 118 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Campbell moved that HB 118 be left pending; without objection, it was so ordered.
At 8:58 AM Senator Burton assumed the chair.
There being no further business, at 9:00 AM Senator Burton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
