Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on -S/C Border Security was held on Monday, May 18, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 8:01 AM. There being a quorum present, the following business was transacted:

 

Senator Hall moved adoption of the minutes from the previous hearings held on April 30, 2015, and May 5, 2015; without objection, it was so ordered.

 

The chair laid out HB 229 and recognized the Senate sponsor, Senator Zaffirini, to explain the bill.

 

No witnesses testified on the bill. Those who registered a position are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Hall moved that HB 229 be reported favorably to the Senate Committee on Veteran Affairs & Military Installations with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out HB 2827 and recognized the Senate sponsor, Senator Garcia, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Hall moved that HB 2827 be reported favorably to the Senate Committee on Veteran Affairs & Military Installations with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 8:18 AM Senator Hall assumed the chair.

 

The chair laid out HB 1481 and recognized the Senate sponsor, Senator Birdwell, to explain the bill.

 

Senator Birdwell sent up a committee substitute; the chair recognized Senator Birdwell to explain the difference between the committee substitute and the house bill as engrossed. Senator Birdwell moved adoption of the committee substitute; without objection, it was so ordered.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Birdwell moved that HB 1481 do not pass but that CSHB 1481 be reported back to the Senate Committee on Veteran Affairs & Military Installations with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out HB 11 and recognized the Senate sponsor, Senator Birdwell, to explain the bill. Senator Birdwell sent up a committee substitute; the chair recognized Senator Birdwell to explain the difference between the committee substitute and the house bill as engrossed.

Senator Lucio, Jr. sent up Committee Amendment 1.

At 9:22 AM the chair announced that the committee stand at ease.

 

At 9:31 AM the chair called the Subcommittee back to order, and discussion on HB 11 resumed.

 

Senator Lucio withdrew his Committee Amendment.

 

Senator Hall moved that HB 11 be left pending; without objection, it was so ordered.

 

At 9:33 AM Senator Birdwell resumed the chair.

 

There being no further business, at 9:33 AM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
