Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on -S/C Border Security was held on Friday, January 22, 2016, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:

The chair recognized Senators Rodríguez, Garcia, and Perry as also being present.

Senator Hall moved adoption of the minutes from the previous hearing held on December 3, 2015; without objection, it was so ordered.

The chair laid out the following interim charge: “Study the various sanctuary city policies statewide, the number and types of crimes committed by previously arrested illegal immigrants within the jurisdiction of a “sanctuary policy,” and possible solutions to discourage governmental  entities from putting in place policies that conflict with immigration laws. Make recommendations to improve community safety.”

Public testimony was provided by those designated on the attached list.

At 12:46 PM Senator Hall assumed the chair.

At 1:09 PM Senator Birdwell resumed the chair.

The chair moved that the public testimony be closed; without objection, it was so ordered.

There being no further business, at 1:36 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
