Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on -S/C Border Security was held on Wednesday, May 4, 2016, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:
The chair recognized Senators Rodríguez and Garcia as also being present.
Senator Hall moved adoption of the minutes from the previous hearing held on March 23, 2016; without objection, it was so ordered.
The chair called on a representative from the Texas Department of Criminal Justice to provide follow-up testimony from the previous hearing on March 23, 2016. Witness is designated on the attached list.
The chair laid out the following interim charge: “Conduct a cost-benefit analysis of a potential interstate compact on border security, and consider the constitutional and legal questions that underpin the proposal. Consider which other states might be party to an interstate compact on border security. Make recommendations for policies that Texas should adopt pursuant to an interstate compact, if it were authorized by the Legislature and approved by Congress.”
Invited and public testimony was provided by those designated on the attached list.
At 11:24 AM Senator Hall assumed the chair.
At 11:34 AM Senator Birdwell resumed the chair.
The chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 12:23 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
