Co-chair Senator Brian Birdwell called the meeting to order at 11:03 AM. There being a quorum present, the following business was transacted:

The co-chairs shared presiding duties.

Invited testimony was provided by those designated on the attached list.

There being no further business, at 2:15 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
