Pursuant to HCR 56 and SCR 9, a public hearing of the Joint Committee on Partnership Advisory Commission was held on Tuesday, November 10, 2015 in E1.012 at Austin, Texas.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:

Senator Eltife explained the Capitol Complex Master Plan and moved that the Plan be approved.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 4 absent.  Witnesses registering on the Plan are shown on the attached list. 

Senator Eltife explained the Public-Private Partnership Guidelines.  Representative Otto moved that the Guidelines be approved.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 4 absent.  Witnesses testifying and registering on the Guidelines are shown on the attached list. 

There being no further business, Senator Eltife moved that the Commission stand recessed subject to the call of the chair. Without objection, it was so ordered.
