Amend CSSB 6 (house committee printing) on page 1 by striking lines 10-11, and substituting the following:
(2) "Tier 1 county" means a county:
(A) with a population of less than 500,000; and
(B) that is not adjacent to two or more counties each with a population of 1.2 million or more.
