Amend CSSB 6 (house committee report) as follows:

(1)  On page 51, line 13, strike "The" and substitute "(a) Except as provided by Subsection (b) of this section, the".

(2)  On page 51, between lines 20-21, insert the following:

(b)  The changes in law made by this Act do not apply to an area that is the subject of an agreement between two municipalities that contains a plan that is approved by the municipalities before the effective date of this Act for phased boundary adjustments between the municipalities, releases of extraterritorial jurisdiction by the more populous municipality, and annexations by the less populous municipality, and in which at least one phase of the agreement began before the effective date of this Act. A municipal boundary adjustment, release of extraterritorial jurisdiction, or annexation contained in a plan under an agreement described by this subsection is governed by the law in effect at the time the agreement was approved by the municipalities, and the former law is continued in effect for that purpose.
