Amend CSSB 6 (house committee printing) as follows:
(1)  On page 1, strike lines 10-11, and substitute the following:
(2)  "Tier 1 county" means a county:
(A)  with a population of less than 500,000; and
(B)  that is not a county with a population of more than 200,000 and less than 230,000.
(2)  On page 4, between lines 12 and 13, insert the following:
Sec. 43.0118.  AUTHORITY OF MUNICIPALITIES IN CERTAIN COUNTIES TO ANNEX. Notwithstanding any other law authorizing a tier 2 municipality to annex using procedures other than Subchapter C-3, C-4, or C-5, a municipality wholly or partly located in a county with a population of more than 200,000 and less than 230,000 must use the procedures under Subchapter C-3, C-4, or C-5 to annex an area.
