Amend SB 6 (senate committee printing) by adding the following appropriately numbered SECTION to the bill and renumbering SECTIONS of the bill accordingly:

SECTION ____.  The changes in law made by this Act do not apply to an area that is the subject of an agreement between a municipality with a population of more than 1.3 million and less than 1.5 million according to the 2010 federal decennial census and a municipality with a population of more than 18,050 and less than 18,200 according to the 2010 federal decennial census that contains a plan that is approved by the municipalities before the effective date of this Act for phased boundary adjustments between the municipalities, releases of extraterritorial jurisdiction by the more populous municipality, and annexations by the less populous municipality. A municipal boundary adjustment, release of extraterritorial jurisdiction, or annexation contained in a plan under an agreement described by this section is governed by the law in effect at the time the agreement was approved by the municipalities, and the former law is continued in effect for that purpose.
