BACKGROUND AND PURPOSE
Interested parties contend that the calculation of the amount of compensation to be paid to an emergency services district for a municipality's annexation of the district's territory should take into account sales and use tax revenue that the annexed territory may have generated for the district. H.B. 93 seeks to address this issue by providing for the consideration of certain sales and use tax revenue in such calculation.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

ANALYSIS
H.B. 93 amends the Health and Safety Code to provide for the consideration of certain emergency services district sales and use tax revenue in the calculation of the amount of compensation to be paid to an emergency services district for a municipality's annexation of the district's territory.
