CONCURRENT RESOLUTION
|
|
WHEREAS, Landfills can present severe problems to their |
|
neighbors if not properly inspected and regulated; and |
|
WHEREAS, Texas residents and businesses located near |
|
municipal solid waste facilities have lodged numerous complaints |
|
regarding a variety of negative impacts, including long-term |
|
noxious odors, poor air quality, and leakage of household hazardous |
|
wastes into groundwater; current oversight and permitting does not |
|
appear to be adequate and is in need of review; now, therefore, be |
|
it |
|
RESOLVED, That the 85th Legislature of the State of Texas, |
|
1st Called Session, hereby direct the Texas Commission on |
|
Environmental Quality to conduct an assessment of the safety and |
|
regulation of municipal solid waste facilities, including the |
|
permit application and approval process, restrictions regarding |
|
location, inspections, enforcement of regulations, and any other |
|
matters the commission deems appropriate; and, be it further |
|
RESOLVED, That the commission submit a detailed written |
|
report, including findings and recommendations, to each standing |
|
committee of the legislature with primary jurisdiction over |
|
environmental regulation not later than December 1, 2018. |
