A JOINT RESOLUTION
  proposing a constitutional amendment requiring a political
  subdivision of this state to limit the number of terms for which a
  person may be elected to hold an office of the political
  subdivision.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article XVI, Texas Constitution, is amended by
  adding Section 30c to read as follows:
         Sec. 30c.  (a)  The legislature by general law shall require
  a political subdivision of this state that is governed by one or
  more elected officers to establish a limit on the number of terms a
  person may be elected to serve in an office of the political
  subdivision to ensure that a person may not serve longer than 12
  years in an office.
         (b)  An officer who has been elected to serve for the maximum
  number of terms established by the political subdivision as
  required by Subsection (a) of this section is not eligible for
  election to serve an additional term of that office.
         SECTION 2.  The following temporary provision is added to
  the Texas Constitution:
         TEMPORARY PROVISION. (a) This temporary provision applies
  to the constitutional amendment proposed by the 85th Legislature,
  1st Called Session, 2017, requiring a political subdivision of this
  state to limit the number of terms for which a person may be elected
  to hold an office of the political subdivision.
         (b)  A term that begins before January 1, 2020, is not
  counted in determining whether a person is eligible to serve under
  Section 30c, Article XVI, of this constitution.
         (c)  This temporary provision expires February 1, 2036.
         SECTION 3.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 6, 2018.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment requiring a political
  subdivision to limit the number of terms of its officers so that a
  person may not hold an elected office of the political subdivision
  for longer than 12 years."
