R E S O L U T I O N
         WHEREAS, Senior Trooper Michael A. Black is retiring from the
  Texas Department of Public Safety on August 31, 2017, drawing to a
  close a notable tenure with the department that has spanned nearly a
  quarter century; and
         WHEREAS, Michael Black previously served his nation as a
  specialist crewman in the U.S. Navy from 1977 to 1981; he joined the
  DPS in February 1994 as a member of the Headquarters Security
  Service in Austin, and in 1996, he was assigned to the State Capitol
  as a police officer; reclassified as a Highway Patrol trooper on
  January 1, 2001, he continued to rise steadily through the ranks,
  achieving promotion to senior trooper in August 2016; he is
  certified as a master peace officer by the Texas Commission on Law
  Enforcement; and
         WHEREAS, Appreciative of Trooper Black's cordial personality
  and "can-do" attitude, many legislators have come to rely upon him
  for assistance over the years; he is known for his extensive
  knowledge of the State Capitol and the Capitol Complex, and he has
  often been given special assignments by his superiors; in addition,
  he was a member of the Region VI DPS honor guard, and he played a
  leading role in the establishment of the Region VII DPS honor guard,
  where he currently serves as team leader; and
         WHEREAS, In all his endeavors, Trooper Black enjoys the love
  and support of his wife, Lufanda Faye Black; he is the proud father
  of four children, Tremeka Devo, Shimiere Turner, Tiffany Turner,
  and Michael A. Deshay, and a doting grandfather to Daurian Turner
  and to Endiya and Brayden Devo; a man of strong religious faith,
  Trooper Black is also active in his church; and
         WHEREAS, Michael Black's expertise, professionalism, and
  devotion to the core values of the DPS have greatly benefited the
  citizens of Texas, and he may indeed reflect with pride on a career
  well spent as he embarks on the next exciting chapter of his life;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature, 1st Called Session, hereby congratulate Senior
  Trooper Michael A. Black on his retirement from the Texas
  Department of Public Safety and extend to him sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Senior Trooper Black as an expression of high regard by
  the Texas House of Representatives.
