HB161 by Pickett (Relating to the authority of a county to end a low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program in the county.), As Introduced

The fiscal implications of the bill cannot be determined because the number of counties that would end the low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program is unknown. 

The bill would amend the Health and Safety Code allowing a county commissioners court the authority to end the low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program (LIRAP) by resolution. The bill would require the legislature to appropriate to the Texas Commission on Environment Quality any remaining money collected by the county for LIRAP in order to return that money to the county in the first fiscal biennium after the county adopts the resolution. A county could use the money for any purpose, including remaining expenses for LIRAP.

According to the Comptroller of Public Accounts, the number of counties that would end the program and the fee amounts remaining is unknown and the fiscal implications of the bill cannot be determined.  

The bill would take effect December 1, 2017.
