HB164 by Workman (Relating to the issuance of a permit by a political subdivision.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code relating to the issuance of permits by a political subdivision.

The bill would repeal Section 245.002(g) of the Local Government Code.

The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, the bill would take effect December 1, 2017.

The Department of Licensing and Regulation anticipates no fiscal impact from the bill to the State.

Local Government Impact

According to Harris County and the Texas Municipal League, the fiscal impact of the bill to local government cannot be determined but it could have a significant fiscal impact by changing the process for issuing permits.

According to Travis County, the bill would require 11 new positions at an annual cost of $1.2 million  for the additional personnel and overhead. Travis County further reports that the estimated cost does not include the cost to build additional facility space they estimate would be required for the new personnel.

According to Cameron County no fiscal impact is anticipated.
