No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code Section 42.007 to require the Legislative Budget Board (LBB) to submit to the Commissioner of Education and the Legislature a report on the LBB's recommendations regarding the equalized funding elements necessary to enable each student to achieve satisfactory performance on each assessment instrument required under Section 39.023 of the Education Code for each fiscal year of the next state fiscal biennium.

Assuming the methodologies currently used by the LBB to conduct school finance analysis, or substantially similar methodologies, will satisfy the legislative intent of the reporting requirements in the bill, no significant fiscal impact is anticipated. However, if a significant change in the methodology to expand the scope or approach of the analysis were required, the LBB may be required to enter into a contract for the report's completion, and costs could be significant.

The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each chamber; otherwise, it would take effect on the 91st day after the last day of the legislative session.
