No significant fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to add subchapters regulating the annexation authority and procedures of certain municipalities.  The bill creates a tiered system defined by population for the purpose of regulating these annexations.

The provisions of the bill would have no direct implication to the operations of state government.

The bill would take effect December 1, 2017.

Local Government Impact

According to the Texas Municipal League, the bill would have an indeterminate but significant fiscal implication to units of local government. TML estimates that the framework for annexation following passage of the bill would reduce the ability of municipalities to annex areas surrounding their boundaries.
