EQUALIZED EDUCATION FUNDING IMPACT STATEMENT

85TH LEGISLATURE 1st CALLED SESSION - 2017

August 7, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB2 by Taylor, Larry (Relating to the establishment of an education enhancement program for students with certain disabilities.), Committee Report 2nd House, Substituted

The bill would establish a grant program that would operate outside the structure of the Foundation School Program.  However, funding would be provided from appropriations made to the Foundation School Program for the purposes of the program.  The bill directs the commissioner of education to allocate funding to school districts enrolling students who are selected by the commissioner to participate in the program.  Allocations to school districts are to be determined by the commissioner.  Since there is no basis by which to project the school districts that will be provided allocations under the bill and the amounts of allocations, implications for equalized funding requirements and policies pertaining to the Foundation School Program are indeterminate under the provisions of the bill.
