Amend CSHB 18 (house committee printing) by adding the following appropriately numbered SECTION to Article 1 of the bill and renumbering subsequent SECTIONS of Article 1 as appropriate:
SECTION ____. Section 2261.252, Government Code, is amended by adding Subsection (e) to read as follows:
(e) A state agency may not enter into a contract for the purchase of goods or services with a vendor who is related, a vendor whose governing board or executive officers include a person who is related, a vendor who employs a person directly involved in the bid submission process who is related, or who employs or subcontracts to a person directly performing the contracted work who is related, within the third degree by consanguinity or affinity, as determined under Chapter 573, to an employee of the state agency who has decision-making authority in any matter related to the contract.
