System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.
Amend HB 913 on third reading, in SECTION 1 of the bill, in added Section 46.01(18), Penal Code, by striking the last sentence of that subdivision and substituting the following:
The term does not include:
(A) unassembled components that can be legally purchased and possessed without a license, permit, or other governmental approval; or
(B) an exploding target that is used for firearms practice, sold in kit form, and contains the components of a binary explosive.
