Amend HB 1449 (house committee printing) on page 1, between lines 22 and 23, by adding the following appropriately numbered subdivision and renumbering subsequent subdivisions and references to those subdivisions accordingly:
(____) a county with a population of 800,000 or more and located on the international border and a municipality located wholly or partly in the county;
