Amend CSHB 1815 (house committee report) as follows:

(1)  Strike page 1, lines 4-9, and substitute the following:

SECTION 1.  Section 320.0455(a), Local Government Code, is amended to read as follows:

(a)  This section applies to:

(1)  a county with a population of 2.8 million or more; and

(2)  a county with a population of 580,000 or more adjacent to a county with a population of 2.8 million or more.

(2)  Renumber subsequent SECTIONS of the bill accordingly.
